En el mismo se repasa meses de litigios dentro del peronismo salte\u00f1o y acusa al PJ nacional de haber dictado intervenciones partidarias que no lograron normalizar institucionalmente del distrito. Como resultado, la jueza federal dispuso intervenirlo judicialmente y designar como interventor a Jos\u00e9 Luis Napole\u00f3n Gambetta, un dirigente surgido en la d\u00e9cada de 1980 en la Uni\u00f3n C\u00edvica Radical, aunque luego migr\u00f3 al armado pol\u00edtico del exgobernador Juan Carlos Romero del que fue ministro, aunque tambi\u00e9n se desempe\u00f1\u00f3 en el gobierno de la ciudad durante la gesti\u00f3n de Miguel Isa, luego form\u00f3 parte de la administraci\u00f3n de Bettina Romero, e incluso se desempe\u00f1\u00f3 como interventor del municipio de Colonia Santa Rosa por disposici\u00f3n del actual gobernador Gustavo S\u00e1enz.La resoluci\u00f3n fue dictada en el expediente que interpuso el presidente partidario desplazado por la conducci\u00f3n partidaria nacional, Esteban Amat Lacroix. Primero por el interventor partidario Sergio Berni; y luego por Pablo Kosiner quien hab\u00eda dispuesto que las elecciones internas que normalicen la situaci\u00f3n se desarrollasen el pr\u00f3imo 25 de octubre.\u00a0El Consejo Nacional del PJ hab\u00eda avalado ese cronograma y convocado al Congreso partidario para el 19 de mayo para ratificarlo y extender la intervenci\u00f3n. Pero la jueza resolvi\u00f3 antes. Para Servini, aquel esquema no constitu\u00eda una convocatoria electoral efectiva sino apenas \u201cuna manifestaci\u00f3n de voluntad no verificada en los hechos\u201d, sin etapas concretas ni
